FEATURED SPEAKER: John Caton, FEMA

John Caton, MPA, MA, CEM, will present in his personal capacity on the findings and development of his Naval Postgraduate School thesis, Uniting Silos of Excellence: Evaluating Alternate Policy Solutions to Enhance Federal Supply Chain Reporting Structures. His talk will examine the intersection of humanitarian logistics, business continuity operations, and disaster response activities in the context of critical supply chain disruptions affecting essential goods and services. Acknowledging the current absence of a dedicated federal entity to coordinate multi-agency responses to these complex challenges, John will introduce three proposed models for a federal supply chain intelligence center. Drawing from his research, he will discuss the practical benefits and implementation challenges of establishing such an entity and highlight the strategic importance of leveraging public-private partnerships with both tact and purpose. Bio:

John Caton, MPA, MA, CEM, currently serves as a Supply Chain and Economic Analyst for the Federal Emergency Management Agency’s (FEMA) Office of Business, Industry, and Infrastructure Integration. Prior to rejoining FEMA, he served as the primary data policy analyst supporting the development of the Department of Homeland Security’s new Supply Chain Resilience Center. John began his federal service as a logistics planner in FEMA Region 3, where he broke new ground as the region’s first Business and Industry Planner. While pursuing his undergraduate and master’s degrees in Public Administration at the University of Southern California, John gained emergency management experience at the California Governor’s Office of Emergency Services, the City of Los Angeles Emergency Management Department, and the Port of Long Beach Security Division. He graduated with honors in 2024 from the Naval Postgraduate School’s Center for Homeland Defense and Security with a master’s in security studies.
